March 28, 2023. Pol.Gen. Surachate Hakparn, Deputy Commissioner-General of the Royal Thai Police (RTP), inspected the implementation of the National Referral Mechanism (NRM) in two provinces, namely Chumphon and Nakhon Si Thammarat. He was joined by the multidisciplinary teams from provincial offices of social development and human security, labor protection and welfare, fisheries, public health and justice.
For Chumphon province, relevant agencies have implemented NRM for the March 23 case where highway police arrested 2 Thai nationals accused of smuggling 77 foreigners into the country. The police later arrested 2 additional suspects accused of transporting and assisting in transportation of the smuggled migrants.
For Nakhon Si Thammarat, the police arrested 42 aliens while smuggling into the country on March 16.
Pol.Gen. Surachate also tasked the investigating agency to examine the financial transactions of the offenders of both cases.
The NRM is designed to facilitate the work of relevant agencies to coordinate, share, and refer information for the assistance and protection of potential victims of human trafficking and forced labor and to help them gain access to all services and support.
Pol. Gen. Surachate’s inspection was an opportunity to ensure the integration among relevant agencies under the NRM. This newly implemented mechanism was initiated to raise the standard of victim identification and remedy services with interests of the victims at the center. The process ensures that the victims and potential victims receive assistance from the beginning, including legal assistance and remedy services from relevant agencies with the least psychological impact. This also shows that the NRM implementation is going well. The 2 provinces will serve as a model for other areas throughout the country.
