The Department of Employment emphasized that they would not postpone the registration period for unregistered citizens of Myanmar, Laos and Cambodia at the One Stop Service centers for the registration of foreign workers. After the 31st of October 2014, legal measures would be enforced amongst wrongdoing employers or foreign workers.
Sumet Mahosot, Director-General of the Department of Employment revealed that the National Council for Peace and Order had designated a time period for unregistered Myanmar, Laos and Cambodian citizens to properly register, in order to solve the issue of labour shortages as well as human trafficking. Employers of foreign workers would be asked being foreign workers to be registered at the One Stop Service centers from the 30th of June 2014 to the 31st of October 2014. The process for nationality verifications would be within the 31st of March 2015.
Information as of the 26th of October 2014 revealed that employers had registered a total of 1,429,296 foreigners (575,767 from Myanmar, 647,479 from Cambodia and 206,050 from Laos). These foreign labourers will then have to enter the process of proving nationality in order to issue a passport or temporary passport within the 31st of March 2015. For employers and businesses that do not adhere to the law, the National Council for Peace and Order had order number 100/2557 as of the 21st of July 2014 to establish a working committee to follow and check the management of problems for foreign labourers and human trafficking in Bangkok, whereby the Permanent Secretary of the Ministry of Labour would be the Chairman. In addition to this is order 101/2557 as of the 21st of July 2014 which states that there is to be a working committee to follow and check the management of problems for foreign labourers and human trafficking provincially, whereby having the provincial Governors as Chairmen. This is in order to follow and track employers and businesses to enforce relevant laws to solve issues of foreign workers and to further prevent human trafficking.
The Department of Employment would like to inform employers and businesses hiring unregistered foreign workers from Myanmar, Laos and Cambodia to register foreign labourers at the One Stop Service centers within the 31st of October 2014. Once this date has passed, employers will be unable to hire foreign labourers as it would be considered against the law. Any employer found wrongdoing would be in offence to the Working of Alien Act., B.E.2551 (2008) and could face fines from 10,000 to 100,000 Baht per illegal foreign worker. As for foreign workers illegally entering the Kingdom for work, would face imprisonment up to no more than 5 years, fined from 2,000 to 100,000 Baht or both imprisoned and fined.
