The Ministry of Labour held a press release to report achievements of the Ministry of Labour in November 2014 revealing that the Department of Employment consulted with the Department of Corrections in preparation of assigning detainees to work on fishing boats under the 3 models starting from the voluntary spirit of the detainees, preparation for work and receiving civil protection. It was projected to begin with detainees approaching 1 year of being acquitted, between the ages of 18-25 years from the Samut Sakhon Prison first. Information from the Department of Corrections revealed that there are 320,000 detainees nationwide with 2,830 in the Samut Sakhon Prison. Initial proceedings would include interview conduction.

Deputy Permanent Secretary Mr. Arrug Phrommanee of the Ministry of Labour as the spokesperson of the Ministry of Labour conducted the press release to the public about the Ministry of Labour’s meeting in November 2014 at the press release room on the 5th floor of the Ministry of Labour building, whereby one of the main issues discussed was that the Ministry had considered the assignment of detainees to work on fishing boats. The latest progress included a consultation between the Department of Employment and the Department of Corrections. The Ministry’s foundations in supporting recruitment functions in the fishery industry would be under 3 models starting with the voluntary spirit of the detainees; if there is no voluntary spirit then it would be considered enforcement of labour. Additionally, there would have to be the preparation of those willing to work and they would have to have civil protection and benefits. The Department of Corrections had proposed that they would consider detainees approaching 1 year of being acquitted whereby once detainees had volunteered to work on the fishing boats, there would be the further consideration of a pardon. For statistics provided by the Department of Corrections, it was found that there are currently 320,000 detainees nationwide. Both department agreed that as the project is new they would start with the Samut Sakhon Prison first which currently houses a total of 3,342 detainees where 2,830 detainees are within the targeted group being males. They would specifically target detainees approaching 1 year of being acquitted within the age range of 18-25 years. Initial consultations discussed the aforementioned criteria with the Governor of Samut Sakhon Province being the chairman of the consultation. After this, would be the planning of interviewing processes of recruiting the targeted groups.
